Michael
Thomas
Mr.
Thomas is founder and President of MSTC.
He has more than 30 years of experience in the analysis and use of
imaging technology for information storage and retrieval systems.
Mr. Thomas has extensive experience in the design, specification,
implementation, management, and validation of computerized, document-based
storage and retrieval systems. These
systems have involved electronic imaging, microfilm, applications software for
system indexing, and high volume document conversion.
Mr. Thomas
is a past member of the Board of Directors for the Association for Information
and Image Management (AIIM), and held the office of National President in
1992/1993. He is an instructor/lecturer on information systems design
and quality control throughout the United States.

Experience:
May
1996 to present:
Project Director for the conversion of land records for the Clerk of the
Circuit Court, Fairfax, VA. The
project provides for the digital conversion and indexing of land records for
Fairfax County. Services to date
have included digital scanning and indexing of up to 5,000 reels of 16mm
microfilm representing 10 million images as well as 6 million pages of paper
documents dating from the 1700’s to the present.
Related documents converted during the period included marriage licenses,
will books, charters, financial statements, fictitious names, and judgment
records. Identification and
recording of book number, page number, and instrument numbers were provided for
all documents. Other services provided included conversion of legacy digital
images to compatible format for the new electronic system and conversion of
digital images to 16mm microfilm to meet long term retention requirements.
January
2000 to July 2000:
Project Director for conversion of Photostat land records for the Clerk
of the Court, Prince William County, VA. The
project required the conversion of 200,000 paper Photostat pages to
digital image files. Documents included deed books, chancery order books, law
order books, clerk’s order books, will books, charter books and partnership
books.
June
1999 to September 2001:
Project Director for Facility Management Services to the Bureau of
Alcohol, Tobacco, and Firearms at the National Tracing Center.
This project provides a full range of record management and
information services in support the tracing of firearms.
Services include the receipt of boxed files of gun production and sales
information at the centers loading dock, the storing and tracking of those files
and the conversion of images to electronic images.
Files are researched to locate information on specific guns in support of
the BATF tracing Centers mission. As
a subcontractor to Milvets Technology Systems, MSTC provided 95 record clerks,
data entry clerks, and supervisory
staff.
August
1985 to September 2001:
Project Director for the operation of the Records Management Center (RMC)
for the Grants Administration Branch, National Cancer Institute.
MSTC manages up to 30,000 active and inactive grant files and
20,000 contract files, processes grant applications, performs closeout
activities, prepares and ships Grant application files and contract files to the
Federal Record Center, supports the destruction of grants submitted to the
Federal Record Center, performs records filing, converts Grant application files
to electronic images, data entry, work flow tracking, files delivery, award
notifications, correspondence management reporting, and similar records
management functions.
September
1992 to May 1995:
Project Director for the operation of a conversion system and facility to
scan and index Army Enlisted personnel records from paper and microfilm to
electronic digital images. This
program converted 16 million paper and microfilm pages over a 30-month period.
